On the evidence available, application of model approaches is best described as patchy, with some territories, dependencies and states demonstrating progress toward greater rigour and transparency in this area. However, for the most part, it is evident that on-going biodiversity loss is being exacerbated as a result of less than adequate or appropriate impact assessment.
